Nexus: Easy to configure dock-style application launcher

Nexus is a free application launcher for Windows that works a lot like the OS X dock. It’s hardly the only dock-style program launcher for Windows, but Nexus is one of the most attractive and flexible options I’ve seen. The free utility comes with a handful of themes and offers live previews of your CPU and RAM usage and your local weather forecast.
There are a ton of advanced settings, many of which have to do with the program’s animations and other visual elements. Adding programs to the dock is as simple as dragging and dropping them. You can remove shortcuts by dragging them to the trash bin.
The makers of Nexus also offer a commercial application called WinStep Xtreme which bundles Nexus with a desktop replacement called WorkShelf and a start menu organizer called Winstep Start Menu. Windows 7 RC downloads only available through August 15th

Meanwhile, the download program for Windows 7 RC closes on August 15th. You don’t necessarily need to install the release candidate by that point, but you will need to download it by then.
It’s not surprising that Microsoft is flipping the off switch soon. The company is on track to launch the retail version of Windows on October 22nd, and it’s gong to be a lot easier to convince people to buy the software if they can’t get it for free.
Congress extends deadline for Internet radio royalty negotiations

Royalties have been a bone of contention between major record labels and Internet radio stations for years, and now it looks like the two sides only have 30 more days to iron out an agreement. After they failed to agree by the February 2009 deadline that Congress set last year, Congress took action to extend the deadline to 30 days from last Wednesday.
Until last year, the Copyright Royalty Board had the authority to determine the rates webcasters would have to pay for songs, but a 2008 bill called for negotiation on the issue instead. What’s missing from all the coverage of this extension is what happens if an agreement can’t be reached by the new deadline. According to the bill — which was passed without amendment — after the 30 day period passes, no agreement can be reached under the existing provisions, which means the rules of the game could change again at Congress’ whim.
